Owe the IRS, the North Carolina Department of Revenue, or both? We step in between you and the collectors, stop the pressure where the law allows, and build a plan you can actually afford.
We work with individuals, families, and business owners statewide by phone, video, and secure upload. No drive to Raleigh. No waiting room.

Spanish-speaking clients welcome
A tax bill you cannot pay is stressful anywhere. In North Carolina, it can feel twice as heavy, because two separate agencies may come after the same household. The IRS collects federal tax debt, and the NCDOR collects state tax debt, each with its own notices, deadlines, and collection tools.
Republic Tax Relief helps North Carolina taxpayers resolve both sides at once. We do not keep a storefront in Charlotte or Raleigh. Our in-house team works from our California offices and represents clients across North Carolina remotely, so you get experienced help without paying for someone’s local lease.

Why IRS and NCDOR Tax Debt Hits Harder in North Carolina
North Carolina imposes a flat individual income tax, and the state return starts from your federal numbers. So when the IRS changes your taxable income after an audit or a mismatch notice, a state bill often follows months later. One federal problem can quietly become two.
The two agencies also move at different speeds. The IRS usually sends a long series of letters before it levies. The NCDOR can use its own administrative tools without first going to court, so state tax problems can escalate quickly once a Notice of Collection goes out.
Here is what North Carolina clients most often bring to us:
- An IRS notice for unreported 1099 or gig income, followed later by a matching state bill. See our back tax help services.
- Several years of unfiled federal and state income tax returns after a divorce, illness, or business loss. Our unfiled tax returns service explains how we catch you up.
- A wage garnishment or frozen bank account that arrived with little warning.
- A state tax lien blocking a home sale or refinance.
- Unpaid sales tax or employee withholding from a business that hit a cash crunch.
Not sure which one fits you? That is normal. Our tax resolution services start by sorting out exactly what you owe and to whom.
Your story stays between you and your tax team. Every file is held to attorney-client and tax professional privilege standards, and nothing you share leaves our hands without your consent.
IRS and NCDOR: Two Collectors, Two Rulebooks
Under North Carolina law, the Department of Revenue can collect through attachments and garnishments, a certificate of tax liability, a tax warrant, and other remedies (NCDOR forced collection actions). The IRS has its own set of federal tools. Here is how they compare.
| Collection tool | IRS (federal tax) | NCDOR (North Carolina state tax) |
|---|---|---|
| Lien | Notice of Federal Tax Lien in public records | Certificate of Tax Liability recorded like a court judgment |
| Wages | Continuous wage levy after a final notice | Wage garnishment, generally 10% of gross wages |
| Bank accounts | Bank levy with a 21-day hold before funds are sent | Attachment and garnishment notice sent to your bank |
| Refunds | Federal refunds applied to old balances | State refunds can be offset, even during a payment plan |
| Property | Seizure after notice and appeal rights | Tax warrant directing the sheriff to levy and sell property |
| Representation form | Form 2848 | Form GEN-58 |
The biggest mistake we see is waiting. Each notice narrows your choices, and some state options only open up at a certain stage. Learn how we handle IRS collections defense, wage garnishment relief, and bank levy help.
The North Carolina Certificate of Tax Liability
A certificate of tax liability, or CTL, is North Carolina’s version of a state tax lien. Once the clerk of superior court records it, it is treated as a judgment, attaches to your real and personal property, and is generally enforceable for 10 years (N.C. Gen. Stat. § 105-242). Because it is public, it can surface when you sell, refinance, or apply for credit.
The state can release a CTL in several situations:
- The assessed liability is paid in full
- The certificate was filed in error
- The debt has become unenforceable due to the passage of time
- The lien is creating an economic hardship
- A property is worth far more than the debt, so a partial release would not hurt collection
A CTL can be filed even while you are making payments, so a plan alone does not always keep one off the record. We check whether a release fits your facts and coordinate it with any federal tax lien help you need.
Federal and North Carolina Tax Relief Options
No single program fits every taxpayer. The right path depends on your income, expenses, assets, open years, and which agency is pushing hardest right now.
| Relief option | With the IRS | With the NCDOR | Often fits |
|---|---|---|---|
| Payment plan | Installment agreement | Installment payment agreement after a Notice of Collection | People who can pay tax debt over time |
| Offer in compromise | Settle based on ability to pay | State offer with a nonrefundable down payment | Those who truly cannot pay in full |
| Penalty relief | First-time or reasonable cause abatement | Request to waive penalties for good cause | Clean history, illness, or a disaster |
| Hardship | Currently Not Collectible status | Hardship review of garnishments and liens | Income that barely covers basic living costs |
Payment plans for federal and state tax
The NCDOR will not set up an installment payment agreement until it has mailed you a Notice of Collection, and penalties and interest keep adding up on any balance not paid by the due date (NCDOR installment payment agreements). Defaulting on a state plan can also block a new one for the same tax period. We build both plans around one realistic budget. See how IRS payment plans work.
Settling tax debt for less
Both the IRS and North Carolina accept an offer in compromise from people who cannot pay in full. The state’s offer form even asks whether the same period was already settled with the IRS, so the two cases must line up. Before anyone tries to settle their tax debt, we test the numbers. State Tax Debt and Payroll Problems for North Carolina Businesses
Business tax liabilities carry extra weight because some of the money was never yours. Sales tax collected from customers and income tax withheld from employees are held in trust. When they go unpaid, North Carolina can look past the company to the people responsible for paying them.
The IRS has a similar weapon for unpaid payroll taxes, called the Trust Fund Recovery Penalty. One struggling business can create two personal tax bills for its owner. We see this often in:
- Restaurants and bars in Charlotte, Durham, and Asheville juggling sales tax with thin margins. See our restaurant tax resolution insights.
- Contractors and trades riding the Triangle and Charlotte building boom. Learn about construction tax resolution.
- Medical and dental practices near the state’s large hospital systems. Read about tax resolution for medical professionals.
- Short-term rental hosts and agents on the coast and in the mountains. See real estate tax resolution.
- Online sellers sorting out sales tax across states. Explore e-commerce tax resolution.
Business owners can start with our payroll tax debt relief and business tax resolution services. Smaller shops may find our small business tax relief page helpful.
Send documents with confidence. Every tax return, Social Security number, and bank statement you upload is protected by bank-grade 256-bit encryption and handled in full compliance with federal data protection and security standards.
How We Help North Carolina Taxpayers Without a Local Office
We want to be upfront: we do not have an office in North Carolina. Our team works from our offices in Corona, California and Laguna Hills, California.
That does not slow your case down. The IRS and the NCDOR handle nearly all resolution work by phone, mail, fax, and secure online systems. Once a power of attorney is on file, your representative deals with both agencies directly.

What working with us looks like
- Free confidential review. A short call about what you owe, which letters you have, and what is happening right now.
- Power of attorney. We file IRS Form 2848 and North Carolina Form GEN-58 so the agencies talk to us, not you.
- Full investigation. We pull IRS transcripts, review NCDOR notices, and check for missed deadlines or errors.
- Protection first. Where the law allows, we act to stop or prevent levies and garnishments while we build your case.
- One coordinated plan. We negotiate the federal and state sides together and explain every option in plain English, or in Spanish.
| Common concern | How we handle it |
|---|---|
| “I can’t take time off work.” | Calls and video meetings fit around your schedule, including early and evening slots when available. |
| “Can someone out of state really help?” | IRS representation works the same in every state, and the NCDOR accepts authorized representatives through Form GEN-58. |
| “I live in South Carolina but work in Charlotte.” | We sort out nonresident North Carolina filings and your home-state return together. |
| “I’m embarrassed about how far behind I am.” | We have seen it before. Our job is the fix, not the lecture. |
North Carolina Cities and Regions We Serve
North Carolina is not one tax story. A banker in Charlotte, a furniture maker in High Point, and a farmer near Goldsboro face very different problems. Here is how we see the state.
Charlotte Metro
Cities: Charlotte, Concord, Gastonia, Huntersville, Matthews, Mooresville, Monroe
Banking and finance workers, self-employed contractors, and fast-growing small firms. Many households earn income across the South Carolina line, which can leave gaps in two states.
Research Triangle
Cities: Raleigh, Durham, Cary, Chapel Hill, Apex, Morrisville, Wake Forest
Tech and life-science employees with stock compensation, startup founders, and consultants. Underpaid estimates on equity or 1099 income are a common source of IRS debt. The NCDOR itself is headquartered in Raleigh.
Piedmont Triad
Cities: Greensboro, Winston-Salem, High Point, Burlington, Kernersville
Family-owned manufacturers, furniture companies, and trucking and logistics firms along I-40 and I-85. Payroll and sales tax balances drive many Triad cases.
Sandhills and Eastern North Carolina
Cities: Fayetteville, Goldsboro, Greenville, Jacksonville, Rocky Mount, Wilson
Military families, farmers, and seasonal business owners. Moves between duty stations and uneven farm income often lead to missed returns or surprise balances.
The Coast
Cities: Wilmington, New Bern, Morehead City, the Outer Banks
Short-term rental hosts, restaurant owners, and tourism businesses. Seasonal cash flow can leave sales and occupancy tax filings behind by the off-season.
Western North Carolina
Cities: Asheville, Hendersonville, Hickory, Boone
Breweries, craft and tourism businesses, and retirees. After major storms, lost records and disrupted income can push people behind, and disaster deadline relief may apply.

Expert Insight: Why DIY and AI Fixes Backfire With the IRS and NCDOR
We hear every week from people who tried to handle things alone first. They usually meant well. Here is what tends to go wrong for North Carolina taxpayers in particular.
- Telling two agencies two different stories. The financial statement you give the IRS and the one you give the NCDOR should match. Different rent, income, or bank figures hurt your credibility, and an offer can be rejected for that alone.
- Agreeing to a payment you cannot keep. Collectors often suggest a monthly amount on the phone. If it fails, the plan defaults, collection restarts, and the state may refuse a new agreement for the same period.
- Filing an offer too early. North Carolina keeps the down payment that comes with an offer, even if the offer is denied. Filing before your returns are current, or before the math works, can cost you money and months.
- Trusting an AI chatbot with your case. AI tools cannot see your IRS transcript or NCDOR account, so they guess at what you owe. They often blend federal and state rules, and they cannot sign a power of attorney or be held accountable when the advice is wrong.
- Pasting sensitive data into public tools. Uploading your Social Security number or bank statements to a free chatbot creates privacy risk you cannot undo.
Our take: Use AI to learn the vocabulary. Use a credentialed professional to make the decisions. We break this down further in Can AI get a better settlement than a tax attorney?
Due Dates, Penalties and Interest for North Carolina Taxpayers
North Carolina individual income tax returns are generally due on the same day as your federal return. Missing that due date starts separate penalties and interest at each agency, so one late filing can create two growing balances.
- Filing late: late-filing penalties usually grow faster than late-payment penalties, so file even if you cannot pay.
- Paying late: each agency adds its own penalty and interest until the balance is paid.
- Self-employed: missed quarterly estimated tax payments add underpayment charges on both sides.
- Extensions: an extension gives more time to file, not more time to pay.

North Carolina Tax Relief FAQs
Can you help me if you don’t have an office in North Carolina?
Yes. IRS and NCDOR cases are handled by phone, mail, and secure online systems, and we represent you under a signed power of attorney. Our team works from California and serves clients across North Carolina.
Can you handle my IRS debt and my North Carolina state tax debt at the same time?
Yes. We plan both cases together so a federal payment plan does not leave you short on the state side. State garnishments often move faster, but federal balances are usually larger, so the order matters.
Does North Carolina offer an offer in compromise?
Yes. The NCDOR accepts offers from taxpayers who cannot pay their full state balance. The state requires detailed financial forms and a nonrefundable down payment, so it pays to test the numbers first.
Can the NCDOR garnish my wages without going to court?
Yes. North Carolina law lets the Department of Revenue send garnishment and attachment notices to employers and banks without a separate court judgment. A state wage garnishment is generally 10% of gross wages until the balance is paid or resolved.
What is a certificate of tax liability in North Carolina?
It is the state’s tax lien. Once recorded, it acts like a court judgment on your property, becomes public record, and is generally enforceable for 10 years.
Can I set up a state payment plan before I get a Notice of Collection?
No. The NCDOR only sets up installment payment agreements after it has mailed you a Notice of Collection. Once that notice arrives, act quickly to avoid forced collection.
Do you help Spanish-speaking taxpayers in North Carolina?
Yes. We serve Spanish-speaking clients in Charlotte, Raleigh, Durham, Greensboro, and throughout the state.
What should I have ready for my free consultation?
Any IRS or NCDOR letters, your most recent tax return if you have one, and a rough idea of your monthly income and bills. If you are missing documents, that is fine. We can request records from the agencies.
