Illinois Tax Relief for IRS and State Back Taxes
Owe the IRS, the Illinois Department of Revenue, or both? We step in between you and the tax agencies, stop the pressure where the law allows, and build a plan you can actually live with.
We work with individuals, families, and business owners across the state by phone, video, and secure upload. No drive downtown. No waiting room.

Bank-grade 256-bit security
Illinois taxpayers often get squeezed from two directions. The IRS wants its share, and the Illinois Department of Revenue (IDOR) runs its own collection system with its own notices, deadlines, and appeal routes. Missing one letter from either agency can lead to a frozen bank account or a smaller paycheck.
Republic Tax Relief helps people resolve that pressure. Our team works from our California offices and represents clients in every corner of Illinois, so you get experienced help without paying for someone’s downtown Chicago lease. We will be straight with you about what is possible and what is not.

Illinois Tax Problems We Help Resolve
Most people call us after a letter shows up that they cannot ignore anymore. Some owe a few thousand dollars. Others have years of unfiled returns and a business balance that keeps growing with penalties and interest.
Here is what Illinois clients most often bring to us:
- IRS back taxes from wages, self-employment, gig work, or a retirement withdrawal that was never covered. See our back tax help services.
- Illinois Department of Revenue balances for individual income tax, sales tax, or withholding.
- Wage levies and bank levies from either agency. Learn about wage garnishment relief and bank levy help.
- Federal and state tax liens that block refinancing or a home sale. Read about tax lien help.
- Unfiled returns where the IRS or IDOR has started estimating what you owe. Our unfiled tax returns service explains how we catch you up.
- Payroll and sales tax debts that put a business owner’s personal assets at risk.
- Audits and proposed assessments with a protest deadline on the clock.
Not sure which bucket you fall into? That is normal. Our tax resolution services start with sorting out exactly what you owe and to whom.
Your story stays private. Everything you share is protected under strict tax professional confidentiality standards, so you can tell us the whole truth about your situation without worrying who else will hear it.
IRS vs. Illinois Department of Revenue: Two Collectors, Two Rulebooks
Many Illinois residents assume the state follows the IRS playbook. It does not. IDOR, based in the Willard Ice Building in Springfield, has its own collection staff, its own appeal bodies, and its own deadlines.
The biggest trap is timing. If an IDOR notice spells out your protest rights, the state generally gives you 60 days to request an administrative hearing or petition the Illinois Independent Tax Tribunal, and only 30 days for IFTA fuel tax matters (Illinois Department of Revenue). Miss that window, and arguing the amount gets much harder.
| Issue | IRS | Illinois Department of Revenue |
|---|---|---|
| Who reviews disputes | IRS Independent Office of Appeals and U.S. Tax Court | IDOR administrative hearings or the Illinois Independent Tax Tribunal in Chicago |
| Key levy deadline | 30 days after a final notice of intent to levy to request a Collection Due Process hearing | Notices give a short window before wages or bank accounts can be levied |
| Settling for less | IRS Offer in Compromise | Offer in compromise petition to the IDOR Board of Appeals |
| Penalty relief | First-time abatement or reasonable cause | Board of Appeals waiver of penalties and interest for reasonable cause |
| Representation form | Form 2848 | Form IL-2848 |
| Local presence | Taxpayer Advocate Service offices in Chicago and Springfield | IDOR offices in Chicago, Des Plaines, Rockford, Springfield, Fairview Heights, and Marion |
Handling both agencies at once matters. A payment plan with the IRS that eats your whole budget can leave nothing for the state, and then IDOR levies your paycheck anyway. We plan the two cases together so one fix does not cause the next problem.
Tax Debt Relief Options for Illinois Taxpayers
There is no single program that fits everyone. The right path depends on your income, your expenses, what you own, and which agency is pushing hardest right now.
Federal options for IRS debt
- Installment agreement: Monthly payments that keep the IRS from levying while you stay current. Read more about IRS payment plans.
- Offer in Compromise: Settle for less when you truly cannot pay in full. See how the OIC program works.
- Currently Not Collectible status: A pause on collection when paying would leave you unable to cover basic living costs. Learn about CNC status.
- Penalty abatement: Removing penalties tied to illness, disaster, or a clean history. Explore IRS penalty abatement.
- Innocent spouse relief: Protection when a current or former spouse caused the debt. Review the four types of innocent spouse relief.
State options for Illinois Department of Revenue debt
- Payment plan with IDOR: Monthly payments on a state balance. Interest and penalties usually keep adding up, so the plan has to be realistic from day one.
- Protest of a notice: If the amount is wrong, a timely protest at an IDOR hearing or the Independent Tax Tribunal is the place to fix it.
- Board of Appeals offer in compromise: A request to settle a final state liability based on what IDOR can realistically collect.
- Penalty and interest waiver: A Board of Appeals petition when you had reasonable cause for falling behind.
The Illinois Board of Appeals in Chicago handles both penalty waivers and offers in compromise for taxpayers who cannot afford the full amount (IDOR dispute options). For a wider look at federal paths, see our guide to tax debt relief options and the IRS Fresh Start Program.
Illinois Business Owners: Trust Taxes and Personal Liability
Sales tax you collect from customers and income tax you withhold from employees never really belong to your business. Illinois treats them as trust taxes. When they go unpaid, the state can look past the company and come after the people in charge.
Under Illinois law, an officer or employee who controls filing and payment of trust taxes and willfully fails to pay can be held personally liable for the unpaid amount (35 ILCS 735/3-7). That can include LLC managers and members, and the liability survives even if the business closes.
The IRS has a similar weapon for unpaid payroll taxes, called the Trust Fund Recovery Penalty. That means one struggling business can create two personal tax bills for the owner. We see this often in:
- Chicago restaurants and bars juggling high combined sales tax and tight cash flow. See our restaurant tax resolution insights.
- Trucking and warehouse operators along the I-55 and I-80 freight corridors near Joliet, where fuel tax and payroll issues stack up.
- Contractors and trades in the collar counties. Learn about construction tax resolution.
- Medical and dental practices in Peoria, Springfield, and the suburbs. Read about tax resolution for medical professionals.
- Online sellers and e-commerce brands sorting out sales tax across states. Explore e-commerce tax resolution.
- Real estate investors and agents with rental and commission income. See real estate tax resolution.

Send documents with confidence. Tax returns, Social Security numbers, and bank statements travel and rest under bank-grade 256-bit encryption, handled in full compliance with federal data protection and security standards.
How We Help Illinois Clients Without a Local Office
We want to be upfront: we do not have an office in Illinois. Our team works from our offices in Corona, California and Laguna Hills, California.
That does not slow your case down. The IRS and IDOR handle nearly all resolution work by phone, mail, fax, and secure online systems, not in person. Your representative deals with the agencies directly once a power of attorney is on file.

What working with us looks like
- Free confidential review. A short call about what you owe, which letters you have, and what is happening right now.
- Power of attorney. We file IRS Form 2848 and Illinois Form IL-2848 so the agencies talk to us, not you.
- Full investigation. We pull IRS transcripts, review IDOR notices, and check for missed deadlines or errors.
- Protection first. Where the law allows, we act to stop or prevent levies while we build your case.
- One coordinated plan. We negotiate the federal and state sides together and explain every option in plain English, or in Spanish.
| Common concern | How we handle it |
|---|---|
| “I can’t take time off work.” | Calls and video meetings fit around your shifts, including early and evening slots when available. |
| “I don’t want to mail my documents.” | You upload securely from your phone or computer. No courier, no copy shop. |
| “Can someone out of state really help?” | IRS representation works the same in every state, and IDOR accepts authorized representatives through Form IL-2848. |
| “I’m embarrassed about how far behind I am.” | We have seen it before. Our job is the fix, not the lecture. |

Expert Insight: Why DIY and AI Fixes Backfire With the IRS and IDOR
We get calls every week from people who tried to handle things alone first. Usually they meant well. Here is what tends to go wrong for Illinois taxpayers in particular.
- Fixing the wrong agency first. People call the IRS about a letter that came from IDOR, or the other way around. Meanwhile, the real deadline passes quietly.
- Agreeing to a payment you cannot keep. Collectors often suggest a monthly amount on the spot. Default on it, and the next levy can come faster because the agency already has your bank and employer details.
- Volunteering more than you need to. A casual comment about cash income or a side business can open questions about other years.
- Trusting an AI chatbot with deadlines. AI tools can mix up federal and Illinois rules, invent form numbers, or describe programs that do not fit your facts. An AI cannot sign a power of attorney, stand in front of a hearing officer, or be held accountable if the advice is wrong.
- Pasting sensitive data into public tools. Uploading your Social Security number or bank statements to a free chatbot creates privacy risk you cannot undo.
Our take: Use AI to learn the vocabulary. Use a credentialed professional to make the decisions. We break this down further in Can AI get a better settlement than a tax attorney?

Illinois Tax Relief FAQs
Can you help me if you don’t have an office in Illinois?
Yes. IRS and Illinois Department of Revenue cases are handled by phone, mail, and secure online systems, and we represent you under a signed power of attorney. Our team works from California and serves clients across Illinois.
Can you handle my IRS debt and my Illinois state tax debt at the same time?
Yes. We plan both cases together so a federal payment plan does not leave you short on the state side. Coordinating them also helps avoid surprise levies from whichever agency feels ignored.
How long do I have to dispute an Illinois Department of Revenue notice?
If the notice states your protest rights, you generally have 60 days to request an administrative hearing or file with the Illinois Independent Tax Tribunal. IFTA fuel tax notices allow 30 days. Notices without protest rights cannot be protested, so read the letter carefully or send it to us.
Does Illinois offer a way to settle state tax debt for less?
Yes. The IDOR Board of Appeals reviews offers in compromise from taxpayers who cannot afford to pay a final liability. Approval depends on your finances, and the paperwork must be complete and accurate.
Can the Illinois Department of Revenue take my paycheck or bank account?
Yes. After sending notices, IDOR can levy wages and bank accounts for unpaid state taxes. Acting early gives you more options to stop or prevent a levy.
Can I be personally liable for my company’s unpaid Illinois sales tax or withholding?
Yes. Illinois can hold officers, employees, and LLC managers or members personally liable when they controlled payment of trust taxes and willfully failed to pay. That liability can continue even after the business closes.
Can Illinois penalties and interest be removed?
Sometimes. The Board of Appeals can waive penalties and interest when you show reasonable cause, such as a serious illness or a disaster. On the federal side, we review you for IRS penalty abatement as well.
Do you help Spanish-speaking taxpayers in Illinois?
Yes. We serve Spanish-speaking clients in Chicago, Aurora, Elgin, Waukegan, and throughout the state.
What should I have ready for my first call?
Any IRS or IDOR letters, your most recent tax return if you have one, and a rough idea of your monthly income and bills. If you are missing documents, that is fine. We can request records from the agencies.
