AZ IRS Tax Debt Relief for Phoenix, Mesa and Chandler: Back Tax Help, Payment Plans and Offer in Compromise
Arizona taxpayers can owe two collectors at once. The IRS wants its share, and the Arizona Department of Revenue (ADOR) can come after the same tax years on its own schedule. Fixing one while ignoring the other is how a manageable problem turns into a levy.
Republic Tax Relief helps Arizona individuals and business owners resolve IRS debt and state tax problems together. Our licensed team takes the calls, answers the letters and negotiates the terms, so you can get back to your life.

Where our team works: Republic Tax Relief does not have an Arizona office, and we will not pretend to. Our licensed staff works from Southern California offices in Corona and Laguna Hills, about five hours west of Phoenix on I-10. IRS representation is federal, so we handle Arizona cases by phone, video and secure upload with full authority.
Two Tax Collectors: How IRS Tax Debt and Arizona Tax Debt Connect
Arizona has a low, flat state income tax, so many residents assume the state side is small. The catch is how closely the two systems are tied. Your Arizona return starts with your federal income, so a federal problem usually becomes a state problem too.
When the IRS changes your federal income tax return after an audit or a mismatch notice, Arizona generally expects you to report that change within 90 days. Many people never do. Years later, ADOR sends its own bill, with its own interest and penalties, for income the IRS already caught.
How Arizona taxpayers usually fall behind
- Stock awards from a tech or chip employer taxed with too little withholding
- 1099 income from contracting, rideshare or delivery work with nothing set aside
- Short-term rental income in Scottsdale or Tempe that never made it onto a return
- Retirement account withdrawals taken to cover a move or a medical bill
- Business owners who fell behind on Transaction Privilege Tax (TPT) or payroll
- Part-year returns for snowbirds, military families and recent transplants that were never filed
Call now if any of these sound familiar
- You received a final notice of intent to levy or a wage garnishment warning
- ADOR or the IRS froze your bank account or kept your refund
- You owe both agencies and do not know which to pay first
- You have several years of missing tax returns
- Your business is behind on TPT, withholding or federal payroll taxes
Arizona State Tax Debt: Income Tax, TPT and Withholding
The Arizona Department of Revenue collects state income tax, TPT and employer withholding. TPT works like a sales tax, but it is legally a tax on the seller, and each Arizona city sets its own rate on top of the state rate. Here is who collects what.
| Tax | Who Collects It | Who It Usually Hits | Common Problem |
|---|---|---|---|
| Federal income tax | IRS | Individuals and self-employed | Unpaid balances, unfiled years, liens and levies |
| Federal payroll tax | IRS | Employers | Personal liability for unpaid trust fund taxes |
| Arizona individual income tax | ADOR | Residents, part-year residents and nonresidents with Arizona income | Unreported federal changes and unfiled state years |
| Transaction Privilege Tax | ADOR, for the state and cities | Retailers, restaurants, contractors, short-term rental hosts | Tax collected from customers but not sent in |
| Arizona withholding | ADOR | Employers | Withheld from paychecks but never deposited |
| Unemployment insurance tax | Arizona Department of Economic Security | Employers | Unpaid quarterly contributions |
| Property tax | County treasurer, such as Maricopa or Pima County | Homeowners and property owners | Delinquent bills and tax liens on the property |
TPT and withholding are the state debts that worry us most. That money belonged to customers and employees first, so Arizona treats it as a serious matter. We line up your state and federal tax liabilities so paying one agency does not leave the other ready to levy. Learn more about our business tax resolution services.
IRS Tax Problems AZ Taxpayers Face Across the Valley and Beyond
Arizona’s growth has brought new jobs, new businesses and new ways to land in trouble with the Internal Revenue Service. Each group below tends to face its own kind of tax problem.
Tech and semiconductor workers in Chandler, Tempe and north Phoenix
Restricted stock units and stock purchase plans often come with withholding that is too low for your real tax bracket. Then the brokerage form can show a cost basis of zero, which makes the IRS think you sold stock you got for free. The result is an IRS bill for income you already paid tax on through your W-2.
Contractors, roofers, pool and landscape businesses
New home building across the East and West Valley keeps trades busy, then slows down without warning. Summer heat squeezes some trades and booms others. Uneven income makes it easy to skip quarterly estimates and fall behind on payroll. See our construction tax resolution services.
Short-term rental hosts and real estate investors
Rental hosts in Scottsdale, Tempe and the resort areas usually need a TPT license and must report rental income on both returns. Missing either one can create a state bill, a federal bill or both. We offer dedicated tax resolution for real estate professionals.
Snowbirds, retirees and new arrivals
Winter residents and retirees in Surprise, Peoria and the Sun Cities often split the year between states. People who moved from California may still owe the Franchise Tax Board for years they lived there. Because our offices are in California, we handle that side too. Visit our California tax relief page.
Military families near Luke Air Force Base
Service members and spouses in Glendale and the West Valley move on orders, sometimes mid-year. That can mean part-year returns in more than one state and missed filings that the IRS later fills in on its own.
Restaurants, medical practices and online sellers
Restaurant owners juggle tips, payroll and TPT. Practice owners in Scottsdale’s medical corridor face payroll and high-income audit risk, and online sellers deal with sales tax rules in many states. Explore help for payroll tax debt, medical professionals and e-commerce businesses.
Why IRS Transcripts Come First in Every Arizona Case
Before we suggest any plan, we pull your IRS transcripts and review your ADOR account. A notice tells you what an agency wants. A transcript shows what really happened, year by year.
- Every year with a balance, split into tax, penalties and interest
- Which years are missing and whether the IRS filed a substitute return for you
- Every W-2, 1099 and brokerage form the IRS has on file
- Whether a federal tax lien is filed or a levy is coming
- The assessment dates that start the IRS collection clock
- Federal changes that Arizona may not know about yet
Transcripts use codes that are easy to misread. Many rejected offers and failed payment plans go back to wrong numbers at the start. Our guide to common IRS notices explains the letters that usually kick off a case.
Filing Back Tax Returns Before Relief Is Possible
Neither the IRS nor ADOR will settle a balance or approve most payment plans while required returns are missing. If you skip filing, the IRS may file a substitute for return using only the income it knows about. Those returns leave out most deductions and often show far more tax than you really owe.
Our back tax preparation team rebuilds missing federal income tax returns and matching Arizona returns from your transcripts and records. Real numbers often cut the balance before negotiation even starts. Learn more about our unfiled tax returns services.
The IRS Collection Process and Arizona Levies
Both agencies can take money without going to court first. Before most levies, the IRS must send a final notice and offer you a hearing. That letter opens a 30-day window, and it is the strongest protection you have against an IRS levy.
| Collection Action | IRS | Arizona Department of Revenue |
|---|---|---|
| Wage levy | Takes a large share of each paycheck until released | Can garnish wages for state tax debt |
| Bank levy | Freezes funds, then takes them after a holding period | Can levy Arizona bank and credit union accounts |
| Refund offset | Keeps federal refunds to pay old balances | Keeps state refunds for state balances |
| Tax lien | Federal tax liens attach to your home and property | State tax liens can be recorded with the county |
What we do in the first days
- File an IRS power of attorney and the Arizona authorization so both agencies talk to us
- Ask the IRS and ADOR to hold collection while we gather your finances
- File a Collection Due Process appeal if you are still inside the 30-day window
- Propose a resolution that gives each agency a reason to release the levy

Tax Relief Options for Arizona Taxpayers: IRS vs. ADOR
Most relief programs exist on both sides, but the rules are not the same. A plan that works with the IRS still has to be set up separately with Arizona. Here is how the main options compare.
| Option | With the IRS | With ADOR | Watch Out For |
|---|---|---|---|
| Payment plan | Short-term or long-term installment agreement | Installment agreement, often requested through AZTaxes.gov | Interest keeps running on both |
| Offer in compromise | Settles for less based on income and assets | Separate state application and review | Strict financial review, many are rejected |
| Hardship status | Currently not collectible pauses collection | Reviewed case by case | The debt stays and refunds are kept |
| Penalty abatement | First-time abatement or reasonable cause | Written request with proof of reasonable cause | The tax itself is still owed |
| Innocent spouse relief | Four types of federal relief | Arizona has its own request process | Deadlines and proof requirements |
The Arizona Department of Revenue confirms that taxpayers who owe more than they can pay may qualify for a state offer in compromise, and that payment plans are available. For a wider view of these relief programs, see our guide to tax debt relief options.
Affordable IRS Payment Plan Options in Arizona
An IRS installment agreement is the most common way to pay off back tax debt over time. The goal is a monthly amount you can actually keep paying for years, not one that looks good on paper and fails in month four.
- Short-term plan: Balances under $100,000 can generally get up to 180 days to pay in full.
- Long-term plan: Monthly payments over several years. Balances of $50,000 or less can often qualify without a full financial statement.
- Direct debit plan: Automatic payments lower the chance of a missed month and can reduce setup costs.
- Partial pay plan: When you cannot pay in full before the collection period ends, the IRS may accept smaller payments.
Then the Arizona side needs its own plan. We set the two up together, so your state payment does not break your federal budget, or the other way around. Missed quarterly estimates are the top reason self-employed Arizonans default, so we plan for those too. Read our IRS payment plans guide.
Offer in Compromise: IRS Settlement Options for Arizona Taxpayers
An offer in compromise lets you settle for less than the full amount owed. According to the IRS offer in compromise page, the IRS weighs your ability to pay, income, expenses and asset equity.
Your county matters here. The IRS sets housing and utility allowances by county, so a family in Maricopa County is measured differently than one in Pima, Pinal or Yavapai County. Getting these numbers right is one of the biggest factors in a strong offer.
You may be a good fit if
- Your income barely covers basic living costs
- You have little equity in your home, car or accounts
- Your balance could not be paid before the collection period ends
- All returns are filed and current estimates are paid
An offer is usually a long shot if
- You have steady income or real home equity
- You could pay through a plan in a few years
- You have missing returns or an open bankruptcy
- You recently moved or gave away assets
Arizona’s own offer in compromise
ADOR runs a separate offer program for state tax debt. The state may hold off on collection while it reviews your offer, unless it believes waiting would put collection at risk. Any existing state payment plan generally must keep going until the offer is approved. Read more in our offer in compromise guide.
Penalty Relief and Arizona’s Community Property Rules
Removing penalties that should not be there
Penalties can make up a big share of an old balance. Penalty abatement can remove them if you have a clean history or a good reason, such as serious illness or a death in the family. When a federal penalty comes off, the interest on that penalty comes off with it.
How community property can pull a spouse in
Arizona is one of the community property states listed in IRS Publication 555. Income earned during the marriage is generally treated as belonging to both spouses. That rule can tie a spouse to a tax debt they knew nothing about.
If your spouse or former spouse hid income or made errors on a joint return, you may qualify for relief. The IRS offers innocent spouse relief, separation of liability, equitable relief and relief from community property laws. Learn how innocent spouse relief works.
Debt for Less? How to Spot Tax Relief Mills
Late-night ads promise to settle tax debt for pennies on the dollar. There is no single program that wipes a balance clean. What does exist is a set of IRS options, often called the Fresh Start initiative, that made payment plans, offers and lien relief easier to reach.
Some “tax relief” companies operate like mills. They sell hard, collect a large fee and hand your file to whoever is free. Watch for these red flags:
- A settlement figure quoted before anyone reviews your finances
- A guaranteed result, which no honest firm can promise
- A big fee with no transcript review or written plan
- No one can tell you who will handle your case or what license they hold
- Pressure to sign today
See what the IRS Fresh Start Program really includes.

Expert Insight: The Risks of Handling the IRS Alone or With AI
Dealing directly with the IRS or asking a chatbot can feel quicker and cheaper. In tax resolution, though, the mistakes that cost the most are the ones nobody warns you about. Here is what our team sees in AZ cases.
Fixing the IRS can trigger the state
Agree to a higher federal figure on the phone and Arizona will likely send its own bill later. Without a plan for both, you can win one round and lose the next.
Stock income can be taxed twice by mistake
When a brokerage form shows a zero cost basis for company stock, an automated IRS notice may tax that income again. Paying it without checking your W-2 means paying the same tax twice.
The wrong county numbers sink offers
IRS financial forms are signed under penalty of perjury and judged against county expense standards. A rushed form can push your offer amount far higher than it needs to be.
AI tools blur state rules together
General chatbots often mix Arizona’s rules with another state’s or skip TPT entirely. They cannot read your transcript, see a pending levy or sign a power of attorney for you.
Typing your Social Security number or bank details into a public AI tool is a privacy risk too. We compare both paths in Can AI Get a Better Settlement Than a Tax Attorney? and our tax negotiation guide.

Arizona IRS Tax Relief FAQs
I owe both the IRS and the Arizona Department of Revenue. Which should I pay first?
It depends on which agency is closer to taking action and what each balance is costing you. Paying one in full while the other moves to levy is a common mistake. We review both accounts and build plans that work together.
Can you help me if you do not have an office in Arizona?
Yes. IRS representation is federal and is handled by phone, mail and secure online systems. Once you sign a power of attorney and the Arizona authorization, our licensed team represents you from our California offices.
The IRS changed my federal return. Will Arizona bill me too?
Often, yes. Arizona’s income tax starts from your federal income, and the state generally expects you to report federal changes within 90 days. Reporting on time and correctly can keep extra state penalties from piling up.
Does Arizona have its own offer in compromise?
Yes. ADOR runs a separate offer program for state tax debt with its own application and review. An accepted IRS offer does not settle your Arizona balance, so each agency needs its own request.
Arizona is a community property state. Am I responsible for my spouse’s tax debt?
Possibly. Community property rules can treat a spouse’s income as shared, and signing a joint return makes both spouses liable. You may qualify for innocent spouse relief, separation of liability, equitable relief or relief from community property laws.
My company stock shows up on an IRS notice as extra income. Is that right?
Not always. Stock awards are usually taxed on your W-2 when they vest, but brokerage forms can report a cost basis of zero when you sell. That mismatch can make the IRS tax the same income twice, and it can often be corrected with the right records.
How fast can you stop an IRS levy in AZ?
If you are still inside the 30-day window after a final notice, a timely appeal can stop the levy while your case is reviewed. After a levy starts, a power of attorney and a realistic proposal can often lead the IRS to release it.
I am a snowbird. Do I owe Arizona tax?
It depends on where you are a legal resident and where your income comes from. Nonresidents generally owe Arizona tax only on Arizona-source income, such as rent from an Arizona property. We review your residency and filing history in both states.
My business owes Transaction Privilege Tax. Can you help?
Yes. We help Arizona business owners file missing TPT returns, request payment arrangements and address penalties with ADOR, while lining up any IRS payroll or income tax debt so both plans hold.
