Colorado Tax Relief for IRS Tax Debt, State Tax Bills, and Property Tax Deferral Questions
A tax problem in Colorado rarely comes from just one place. You might owe the IRS for federal income tax, owe the Colorado Department of Revenue for state income or sales tax, and still have a property tax bill from your county treasurer due in the spring.
Republic Tax Relief helps individuals and business owners from Boulder to Castle Rock resolve IRS debt and Colorado state tax balances. This page explains who is collecting from you, which relief programs fit your situation, where senior and active military property tax programs come in, and how our licensed team handles the agencies so you do not have to.
Received a distraint warrant, a wage garnishment notice, or an IRS final notice? 800-676-6014 or request a free consultation. Colorado collection can move quickly once a warrant is issued.

How We Help Colorado Taxpayers With IRS and State Tax Problems
We do not have an office in Colorado, and we will not list a fake address to look local. What we offer is a licensed, in-house team that represents Colorado residents by phone, video, and secure upload.
- Federal representation in every state. Once you sign IRS Form 2848, our enrolled agents, CPAs, and tax attorneys can speak with the IRS on your behalf.
- Colorado authorization. With Colorado’s power of attorney form on file, we can work directly with the state on your account instead of you calling the collections line.
- Calls come to us. After authorization, IRS and state contacts about your case go to our team.
- No drive to Denver. You never need to visit a state service center or an IRS office on the Front Range. Our team also serves Spanish-speaking clients.
Our tax professionals work from offices in Corona, CA and Laguna Hills, CA. See every state we serve on our locations page.
IRS, Colorado Department of Revenue, and County Property Tax: Who Collects What
Before choosing any relief option, match the letter to the agency. Colorado taxpayers can deal with as many as four different collectors, and each type of tax has its own rules.
| Type of Tax | Who Collects It | Can Republic Tax Relief Resolve the Debt? |
|---|---|---|
| Federal income tax and payroll tax | Internal Revenue Service | Yes |
| Colorado state income tax | Colorado Department of Revenue, Taxation Division | Yes |
| State sales tax and wage withholding tax | Colorado Department of Revenue | Yes |
| City sales tax in home-rule cities such as Denver and Boulder | The city itself, separate from the state | We review it as part of your business case and coordinate with your state plan |
| Real property tax | County assessor sets value, county treasurer collects | No. Value appeals and exemptions go through your county |
The home-rule row surprises many business owners. Several larger Colorado cities collect their own sales tax, so a business can be current with the state and still owe a city, or the other way around.

Start with the letterhead. The right relief path depends on who sent the notice.
IRS Tax Relief Options for Coloradans
Federal relief programs follow the same rules in Lakewood as in Longmont. What changes is the math, because the IRS measures your ability to pay using local cost figures for housing and transportation.
| IRS Relief Option | Who It Fits | What It Does |
|---|---|---|
| IRS installment agreement | You can afford a steady monthly payment | Spreads out the amount owed and generally stops levies |
| Offer in compromise | You cannot pay the full amount before the collection deadline | Settles the tax liability for less if the IRS accepts |
| Currently not collectible status | Your income only covers basic living costs | Pauses active collection while interest continues to accrue |
| Penalty abatement | Clean history, or a serious event outside your control | Removes qualifying penalties and related interest |
| Innocent spouse relief | You filed jointly and a spouse or former spouse caused the problem | Can remove your share of the joint balance |
Why the IRS Offer Matters Twice in Colorado
In most states, the IRS offer and the state offer are two separate projects. In Colorado, the state will only look at a settlement after the IRS has already accepted one for the same tax years.
That means a weak IRS offer can cost you twice: once with the IRS and again with the state. We build the federal offer knowing the state will review it next. Compare every option in our guides to tax debt relief options and the IRS Fresh Start Program.
Colorado Department of Revenue Collections: Distraint Warrants, Liens, and Garnishments
The Colorado Department of Revenue has strong collection powers of its own. Many taxpayers expect the slower pace they know from the IRS and are caught off guard.
Distraint Warrants
A distraint warrant gives the state authority to seize property to pay a tax bill. Once it is filed with a district court clerk, it works like a judgment and becomes a lien on your real property, which can stall a refinance or a home sale.
Wage Garnishments and Bank Levies
After a balance becomes final, the state can order your employer to hold back part of your paycheck. It can also levy a bank account, often with little time to react once the bank freezes the funds.
The Public Delinquent Taxpayer List
Colorado law allows the state to publish the names of taxpayers who owe more than $20,000 for six months after a distraint warrant issues. A written payment agreement that is not in default keeps you off that list.
- Business owners can also face notices to lenders when sales or withholding tax reaches the warrant stage
- The state can apply your Colorado tax refund to an old balance
- Interest and penalties keep adding up until the debt is paid in full or resolved
For federal collection, see our pages on wage garnishment relief, bank levy help, and federal tax lien help.
Colorado State Tax Debt Relief: Payment Plans and Offers in Compromise
Colorado’s state options look a little like the IRS programs, but they are narrower. Knowing those limits up front helps you pick a plan the state will actually approve.
| Colorado Option | What It Does | Eligibility Requirements and Limits |
|---|---|---|
| State payment plan | Lets you pay the balance through a monthly payment | Usually requested after you receive a bill. Interest continues, and a missed payment can end the plan |
| Colorado offer in compromise | Settles individual income tax for less than the full amount | Requires an IRS offer already accepted for the same years, all returns filed, and strict follow-up terms |
| Penalty relief | Asks the state to remove penalties for reasonable cause | Interest generally stays, so it is often paired with a payment plan |
| Innocent spouse follow-up | Extends federal innocent spouse relief to your state balance | You send the state a copy of the IRS determination |
| Protest or hearing | Challenges a notice of deficiency you believe is wrong | Deadlines are short and printed on the notice |
What a Colorado Offer Asks of You
The state’s offer terms say collection actions already underway keep going while your offer is reviewed. If the offer is accepted, the state keeps any overpayment from the next three years, and you agree not to lower your withholding or estimated payments during that time (Colorado Department of Revenue, Form DR 3023).
Colorado’s hardship options are also more limited than the IRS’s. If you owe both agencies, we plan the two cases together so money you commit to one does not leave nothing for the other. Learn more about tax resolution for IRS and state tax debt.
Colorado Property Tax Deferral and Senior Exemption: Where They Fit
Many Coloradans searching for tax relief are really worried about their property tax bill. Colorado has two separate programs for homeowners, and neither one reduces IRS or state income tax debt.
Property Tax Deferral for Seniors and Active Military
The state’s property tax deferral program lets eligible homeowners postpone paying property tax through a low-interest loan from the Colorado Department of the Treasury. It is a loan, not a tax break.
- Who may qualify: homeowners age 65 or older, and active military members called into service as of January 1 of the year they apply
- How to apply: through your county treasurer between January 1 and April 1, and you reapply each year
- What it costs: deferred taxes accrue simple interest and are recorded as a junior lien on the home
- When repayment is due: when the home is sold, becomes a rental, changes title, or takes on a reverse mortgage
A separate category for homeowners with fast-rising tax bills has been closed to new applicants, and prior-year property taxes generally must be paid before you can join (Colorado Department of the Treasury, Property Tax Deferral Program FAQ).
The Senior Homestead Exemption
The senior property tax exemption lowers the bill itself. For a qualifying senior, half of the first $200,000 of a home’s actual value is exempt from property tax.
- You must be 65 or older on January 1 of the tax year
- You must have owned and lived in the home as your primary residence for at least 10 consecutive years
- A surviving spouse of a senior who previously qualified may keep the exemption
- Separate exemptions exist for qualifying disabled veterans and Gold Star spouses
Applications go to your county assessor, and each county sets its own filing calendar (Boulder County Assessor, Senior Homestead Property Tax Exemption).
Where Tax Debt Comes In
We do not file property tax appeals or exemption claims. What we see is the overlap: a senior on a fixed income who defers property tax but still has an IRS balance, or a military family whose state refund keeps getting taken for an old debt. Putting the federal and state debt on a workable plan protects the budget these property tax programs are meant to help.
Colorado Income Tax Problems That Turn Into Back Taxes
Colorado taxes income at a single flat rate, and that rate can shift from one tax year to the next under the state’s TABOR refund rules. Because your Colorado income tax return starts from federal taxable income, a federal mistake almost always becomes a state mistake too.
- IRS changes that never reach the state. When the IRS adjusts your federal return after an audit or a notice, Colorado expects you to report the change. Many people fix the IRS side and get a state bill later.
- Stock options and startup equity. Workers along the Boulder and Denver tech corridor often owe tax on equity they cannot sell yet.
- Self-employment and seasonal work. Ski resort, construction, and gig workers often have little or no withholding, which leads to unfiled tax returns and growing balances.
- Moving in or out of Colorado. Part-year residents often split income between states incorrectly, leaving a balance in one state or both.
- Retirement withdrawals. Early withdrawals and missed estimated payments catch many retirees off guard, even when Colorado allows certain retirement subtractions.
Penalties can make up a large share of what you owe. Our team reviews your transcripts for first-time abatement and reasonable cause relief, explained in our penalty abatement guide. If an audit is already open, see our IRS audit representation guide and back tax help service.
Business Tax Debt Relief for Colorado Owners
Colorado business owners often owe the IRS and the state at once. The hardest cases involve money the business collected from customers or employees and did not send in.
Federal Payroll Tax
- Unpaid payroll deposits can trigger the Trust Fund Recovery Penalty, which makes owners and officers personally liable
- Our payroll tax debt relief team works to protect both the business and your personal assets
Colorado Sales Tax and Withholding Tax
- Colorado treats collected sales tax as money held in trust for the state, so responsible owners can be pursued personally
- Generally, an offer in compromise is not available for Colorado sales tax, which makes the payment strategy critical
- Home-rule city sales tax is a separate account with separate audits
Colorado Industries We Often Help
- Construction and trades along the I-25 growth corridor, see construction tax resolution
- Restaurants and bars in Denver and Boulder, see restaurant tax resolution
- Cannabis businesses carrying large IRS balances from past years under federal Section 280E, which limits business deductions

The Risks of Handling It Yourself or Using AI
Colorado cases mix federal rules, a state system with its own limits, and local property tax programs that sound like tax relief but are not. That is where do-it-yourself plans and AI chatbots usually go wrong.
Expert Insights From Our Resolution Team
- A rushed IRS offer can sink your state offer. Colorado only reviews a settlement after the IRS accepts one. If you file a quick federal offer that gets rejected, you may lose your only path to a state settlement too.
- Agreeing to a state payment by phone can backfire. Committing to a monthly payment just to stop the calls can leave too little for the IRS, which may then levy anyway.
- A defaulted Colorado plan can put your name on a public list. Staying off the delinquent list depends on a payment agreement that stays current. A plan you cannot keep is worse than no plan.
- AI tools mix up property tax deferral with debt relief. Chatbots often describe the deferral program or the senior exemption as if they solve IRS or state income tax debt. They do not, and acting on that answer can cost you a deadline.
- Allowable expenses take judgment. The IRS decides what living costs it will allow, and the figures vary by county. Generic calculators often build a monthly payment you cannot afford.
- Your tax records do not belong in a chat window. Many public AI tools may store what you type, including your Social Security number and bank details.

Colorado Tax Relief FAQs
Do you have an office in Colorado?
No. Our offices are in Corona and Laguna Hills, California. We represent Colorado clients by phone, video, and secure upload, and federal and state authorization lets our licensed team handle your case from anywhere.
Can you help with Colorado Department of Revenue debt, or only the IRS?
Both. With your authorization, we work with the Colorado Department of Revenue on income tax, sales tax, and withholding tax balances, including payment plans, penalty relief, and offers in compromise.
Does Colorado have an offer in compromise program?
Yes, but only for taxpayers who already have an IRS offer accepted for the same tax years. All returns must be filed, and the state can keep future refunds for three years if it accepts your offer.
Can Colorado publish my name for unpaid taxes?
It can if you owe more than $20,000 for six months after a distraint warrant is issued. A written payment agreement that stays in good standing keeps you off the list.
What is a distraint warrant in Colorado?
It is the state’s legal authority to seize property to pay a tax debt. Once filed with a court clerk, it acts as a lien and can lead to garnishments, bank levies, or seizure of business assets.
Who qualifies for Colorado’s property tax deferral program?
Homeowners age 65 or older and active military members called into service as of January 1 may qualify. You apply through your county treasurer by April 1 each year. It is a low-interest loan recorded as a lien, not a reduction in tax.
Will property tax deferral or the senior exemption help with my IRS debt?
No. Those programs only affect property tax. IRS and state income tax debt need a separate plan, such as an installment agreement or an offer in compromise.
Can you lower my property tax bill?
No. Value appeals go through your county assessor, and exemptions and deferrals go through your county. We focus on IRS and state tax debt.
Do you help Spanish-speaking clients?
Yes. Our team includes Spanish speakers who can explain your options and handle your case.
